Tried to get a Cote d'Ivoire visa here and was confronted with an extraordinarily unhelpful and inefficient bureaucracy. After waiting outside for 30min I made it through the front door and was given a slip of paper with a URL to download forms. After hunting down a cyber cafe this was done (a hassle in itself) I was instructed to go to the bank in order to receive a phone number that would allow me to call the consulate and schedule an appointment to submit my materials. This nonsense continued and eventually I gave up. I'll try in Accra.
